As part of this work, an online application was submitted to the Kollam NH Executive Engineer on 23.11.2020 and to MoRTH for permission to install the pipe on the Elampallur-Nathirikkal road. However, the road was tarred on 11.09.2021 without giving permission to install pipes on this road. The work of laying pipes on this road is also pending. The petition has been re-filed in ROW on 11.01.2022 under No. 1022800 for its approval. A joint meeting of PWD, KWA and MoRTH was also held on 20.01.2022 and 21.01.2022 in the Collector's chamber in the presence of Hon'ble MP Sri. NK.Premachandra to resolve this issue. MoRTH officials asked for special permission from MoRTH. KWA has initiated action for that. As per the decision of the committee, a application was submitted for special permission from MoRTH. |

An application was submitted on 23.11.2020 to NH Kollam for permission to cut the Elampalloor - Nanthirikkal NH road for a length of 1.052 km. This application is under consideration at MoRTH Office Thiruvananthapuram.But permission to cut the road has not yet been obtained. It has been learned that the road restoration work of the National Highways Department on the Elampallur-Nandirikkal road will be done soon. Permission to cut the road will not be granted once the works are completed. The laying works are almost completed except this NH Road. |

98% work completed and sanction pending from MORTH for a length of 1052m in NH 183. Again online application submitted in MORTH portal vide application no.20220821/1/1/16271/124813 for road cutting sanction from Elampalloor to Nanthirikkal and the online application with request submitted to NH Division office on 09/11/2022 and no sanction obtained till date. Again application submitted to NH division kollam on 20/9/2023 for laying pipe line through load bearing duct as per the in principle sanction for laying KWA pipeline IN nh roads by laying pipe line through load carrying utility ducts for pipe line size above 300mm and also joint inspection conducted by MoRTH RO on 4/10/2023 with KWA and NH officials. In continuation of inspection , a letter has been forwarded to RO by EE, KWA on 5/10/2023 for getting special sanctions for laying pipe laying by open trenching. After that MoRTH rejected the proposal on 22/11/2023 stating that the pipe laying may be done by utility duct through microtunneling land acquisition to further shift ROW edge etc to avoid cutting of carriageway. Again KWA applied for pipe laying by open trenching with the recommendation PWD secretary to RO, MoRTH on 30/12/2023. Sanction awaiting. MD has directed to proceed with micro tunnelling for laying the pipe line on 07/02/2024.Micro tunnelling proposal submitted to higher officials on 14/02/2024. A consultancy wing M/s Indian Institute of Trenchless Technology made a site inspection on 2.4.2024 for feasibility study of microtunnelling and report submitted by M/s INSDTT on 15/4/2024 and request for engaging consultancy service of M/s INSDTT or any other recognized agencies submitted to higher office on 20/4/2024.
