19 Sep 2020 Pending Pending Risks From Other Projects പയ്യന്നൂർ നഗര സഭയ്ക്ക് വേണ്ടിയുള്ള കുടിവെള്ളപദ്ധതിക്ക് UIDSSMT യിൽ ഉൾപ്പെടുത്തി 09/ 2007 ൽ 40 .19 കോടി രൂപയ്ക് ഭരണാനുമതി ലഭിക്കുകയും തുടർന്ന് പ്രവൃത്തികൾ ടെണ്ടർ ചെയ്ത് 3/ 2009 ഓട് കൂടി നിർമ്മാണ പ്രവൃത്തികൾ ആരംഭിക്കുകയും ചെയ്തു .എന്നാൽ കിണർ നിർമ്മിക്കേണ്ടത് ചപ്പാരപ്പടവ് പഞ്ചായത്തിന്റെ പരിധിയിൽ വരുന്ന അപ്പച്ചിക്കയം എന്ന സ്ഥലത്തു കുപ്പം പുഴയിൽ ആയിരുന്നു എന്നാൽ പ്രദേശവാസികളുടെയും ചപ്പാരപ്പടവ് പഞ്ചായത്തിന്റെയും എതിർപ്പ് ഉണ്ടതിനാൽ കിണറിന്റെയും അനുബന്ധ പ്രവൃത്തികളുടേയും പ്രവൃത്തി തുടങ്ങാൻ കഴിയാതെ വന്നു പിന്നീട് മന്ത്രി തലത്തിൽ ഉൾപ്പെടെ വിവിധ തലങ്ങളിൽ നടന്ന ചർച്ചകളെ തുടർന്ന് ചപ്പാരപ്പടവ് പഞ്ചായത്തിന്റെ ആവശ്യം അനുസരിച്ചു കിണറിന്റെ സ്ഥാനം ചപ്പാരപ്പടവ് പഞ്ചായത്തിലെ തന്നെ കൊടുങ്കയം എന്ന സ്ഥലത്തേക്ക് മാറ്റി സ്ഥാപിക്കാനും കാട്ടാമ്പള്ളികടവ് എന്ന സ്ഥലത്തു ഉപ്പ് വെള്ളം കയറുന്നത് തടയുന്നതിന് ഒരു RCB നിർമ്മിക്കാനും തീരുമാനിച്ചു എന്നാൽ RCB യുടെ പ്രവൃത്തിക്ക് ഭാരണാനുമതി ലഭിക്കാത്തതിനാൽ കിണർനിർമ്മാണ പ്രവൃത്തിതുടരുന്നത് പഞ്ചായത്ത് അധികൃതർ തടയുകയും തുടർന്ന് പ്രവൃത്തി റദ്ദാക്കുകയും ചെയ്തു .കിണർനിർമ്മാണവും അനുബന്ധ പ്രവൃത്തികളും ഒഴികെ ബാക്കി എല്ലാ പ്രവൃത്തികളും പൂർത്തീകരിക്കുകയും തുടർന്ന് ജിക്കാ പട്ടുവം പദ്ധതിയിൽ നിന്നുളള വെള്ളം താത്കാലികമായി ഉപയോഗിച്ച് കൊണ്ട് 01.02.2016 ന്പദ്ധതി കമ്മീഷൻചെയ്യുകയും ചെയ്തു .തുടർന്നു 2017 ൽ ബഹു .ജലവിഭവ വകുപ്പ് മന്ത്രിയുടെ യോഗതീരുമാനം അനുസരിച്ചു കിണറിന്റെയും അനുബന്ധ പ്രവൃത്തികൾക്കും 2017 -18 സ്റ്റേറ്റ് പ്ലാനിൽ ഉൾപ്പെടുത്തി ഭരണാനുമതി ലഭിക്കുകയും കാട്ടാമ്പളി കടവിലെ RCB യുടെ പ്രവൃത്തി ടെണ്ടർ ചെയ്യുന്ന മുറയ്ക്ക് ഈ പ്രവൃത്തി ടെൻഡർ ചെയ്യാനും തീരുമാനിച്ചു പിന്നീട KIIFB യിൽ ഉൾപ്പെടുത്തി RCB യുടെ പ്രവൃത്തിക്ക് 27 .7കോടിരൂപയുടെ അനുമതി ലഭിക്കുകയും ജലവിഭവ വകുപ്പിന് കീഴിലുള്ള KIIDC മുഖേന പ്രവൃത്തി ടെണ്ടർ ചെയ്ത് 11/ 2019 ന് പ്രവൃത്തി ആരംഭിക്കുകയും ചെയ്തു .തുടർന്ന് കിണർ നിർമ്മാണ പ്രവൃത്തികൾ ടെൻഡർ ചെയ്യുകയും പ്രവൃത്തികൾ ആരംഭിക്കാനുള്ള നടപടികൾ 4 / 2020 ഓട് കൂടി ആരംഭിക്കുയും ചെയ്തു .കിണർനിർമ്മാണത്തിന് പാറപൊട്ടിക്കേണ്ടതിനാൽ ആയതിനുള്ള അനുമതിക്കായി ബഹു:കണ്ണൂർ ജില്ലാ കളക്ടർ ക്ക് 25 / 08 / 2020ന് കത്ത് നൽകുകയും ചെയ്തു .തുടർന്നു 16.10.2020 ന് ADM നിർമ്മാണ സ്ഥലം സന്ദർശിക്കുയും പാറപൊട്ടിക്കുന്നതിനുള്ള അനുമതിക്കായി ചപ്പാരപ്പടവ് പഞ്ചായത്തിന്റെ NOC ലഭ്യമാക്കണമെന്ന് അറിയിച്ചതിനാൽ ഇത് സംബന്ധിച് പഞ്ചായത്തിന് 19 .10 .2020 ന് കത്തുനൽകുകയുംചെയ്തു .തുടർന്ന് നിരവധി തവണ പഞ്ചായത്ത് അധികൃതർക്ക് കത്ത് നൽകുകയും യാതൊരു വിധ അനുകൂലനിലപാടും ഉണ്ടായില്ല .എന്നാൽ ചില സാങ്കേതിക പ്രശ്നങ്ങളാൽ നിർമ്മാണപ്രവൃത്തികൾ നിലച്ച RCB യുടെ പ്രവൃത്തികൾ പുനരാംഭിക്കാത്ത പക്ഷം കിണർനിർമ്മാണ പ്രവൃത്തികൾ ആരംഭിച്ചാൽ പ്രാദേശിക എതിർപ്പുകൾ പഞ്ചായത്തിന് നേരിടാൻ കഴിയാതെ വരുമെന്നും ആയതിനാൽ RCB യുടെ പ്രവൃത്തികൾ ആരംഭിക്കാതെ NOC തരാൻ നിർവ്വാഹമില്ലെന്നു പഞ്ചായത്ത് അധികൃതരുമായി നടത്തിയ ചർച്ചയിൽ അവർ അറിയിച്ചു No comments available.
