| 14 Jul 2023 | Package 1-Single bid offer was received for the tender with 25% quoted above. Negotiation with the bidder is in progress.Tender under processing. Package2-Letter seeking permission to lay pipelines was primarily submitted to NHAI on 25.07.2022. A joint inspection was then conducted with the NHAI appointed Consultant firm (M/s Inspection Engineers) and report was prepared and submitted on 30.08.2022. NHAI had directed to resubmit the proposal with separate pipe bridge for crossing pipe lines. As an alternative, K.W.A identified that pipelines may be crossed across the river by submerging the HDPE pipes below the water surface instead of constructing dedicated pipe bridges. Permission was then sought to NHAI including reminder letters for laying pipeline in remaining berm portions. NHAI had directed to submit the drawings, methodology and checklists for the proposal, for which it was submitted on 02/12/2022. As per this, NHAI had instructed to conduct another joint inspection with the NHAI appointed Consultant on 27/12/2022. NHAI had rejected the proposal to lay pipeline on 09.01.2023. Request letter was then forwarded on 2/3/2023 to lay pipeline along service road. A meeting was conducted by District Collector, Kollam in presence of Hon.Mayor with NHAI and Shivalaya Constructions on 22/3/2023 and 29/3/2023. Hon. M.P Premachandran and M.L.A Noushad had also conducted joint meeting at Collector Chamber on 26/4/2023 and decided to lay the pipelines along with the widening works and joint inspection shall be conducted to decide the same, which was held on 27/4/2023. Based on the inspection, various additional requirements needed for executing the works were identified and discussion for finalising and preparing the estimate works is in progress. Package3-Followed up with District Forest Office, Kollam for valuation and cutting of trees inside site premises for auction processes. Permission to be granted only after holding of the tree committee by Forest Department. Soil test report received and design works to be finalised. As issued and TS estimate to be submitted. Package4-Land not yet handover by Kollam Corporation to K.W.A as it is currently occupied with illegal tenant. Conducted soil test as per direction from Kollam Mayor. Letter received from Kollam District Collector regarding the complaint received from Mundakkal resident association expressing their disagreement in constructing the OHSR at the proposed location. Letter forwarded to Kollam Corporation seeking further instructions.As issued and TS estimate to be submitted. Package5-T.S for the project and the work can be tendered only after getting approval for the transmission pipe laying project along NH66, since the distribution system proposed in this project includes coverage of Moonamkutty, Sakthikulangara, Mathilil & Anchalumoodu zones As per direction, estimate forwarded for AS approval. AS/TS issued. AS/TS issued. Package7-The land proposed for construction of OHSR has not yet been handover by Kollam Corporation to K.W.A. It was initially decided that the premises of Govt. Higher Secondary School shall be selected as the site for the construction of OHSR based on the joint site inspection conducted by Hon.Mayor & Deputy Mayor, Kollam Corporation with K.W.A officials on 15/9/2022, 24/11/2022, 15/9/2022, & 11/3/2023. However, due to strong disagreement from school authorities to construct the OHSR inside the school premises, an alternate site was identified at Aanikulathuchira grounds. A request for land handover was forwarded on 04/04/2023. Furthermore, sketch drawings of land requirements for construction work were submitted to CMMU to expedite their land acquisition process. Land hand overed by Kollam Corportion on 23/05/2023. Soil test works completed and awaiting for test result.Detailed design required since the land is a marshy land with filled earth. Package8-Since no offers were received during the first tender, the work is retendered with submission date 1/06/2023 and opening date 2/06/2023.No offer received , the work will be re- tendered with submission date 16/6/2023, opening date 17/6/2023. No offer received then the work is retendered with submission date 30/06/2023 and opening date 1/07/2023.No offer received then the work is retendered with submission date 18/07/2023 and opening date 19/07/2023. | Kollam Project HD |
